Runner missing when creating flutter modules inside empty project

steps to reproduce

1. Create new emtpy project in emtpy_project
2. Create new flutter library from module properities in emtpy_project/flutter_lib
3. Create new flutter app module from module properities in emtpy_project/flutter_app

The result is project without runner for mobile devices even after adding new flutter build configuration.

When having different flutter modules, and trying to run pub get in pubspec.yaml I get this error

Running "flutter packages get" in color_meditation...
Could not find a file named "pubspec.yaml" in "/Users/matejsimunic/Work/dart".
pub get failed (66)

Obviously It is trying to run pub get inside the project root, instead of module root, or file location. Cause the pub get popup goes once the file is open

Do you mean you created your project from this?

File > New > Project... > Empty Project

The Flutter plugin does not support creating unstructured ("free-style") projects.

You can create an app using Flutter's new project wizard (or create it from the command line), then add a package or plugin to it. Also see Developing Flutter apps in an IDE.

So flutter doesnt support modules?

For example I am writing a package and I have another module to test the package. Do I have to have both opened in separate projects?

Flutter modules are called "plugins" or "packages", depending on whether they contain platform-specific code or not. More info at https://flutter.io/docs/
