[Proposal][url_launcher][web] Allow draggable behaviour of Link to be configurable.  #102735

@kristoffer-zliide

Description

@kristoffer-zliide

The Link widget in the url_launcher plugin creates tags that are draggable, so browsers let you e.g. drag a link to the desktop to save a shortcut there. This is fine, except in horizontal lists on desktops where you need mouse dragging to scroll the list. The draggable behavior of the Link widget should probably be configurable.
