[url_launcher] Modals are transparrant to web links

When a modal sheet or dialog is shown over a page which contains links, the modal does not cover the links. Note the link tool tip in the bottom right corner of the browser window:

Verified this on latest master and stable and observed that the behavior seems to be specific to web, wherein, hovering a link located on a modal or a dialog, doesn't show the tooltip, but the same is displayed when we hover over a card.

Keeping it open and labeling it for further insights from the team, if this is something specific to url_launcher or intended behavior / limitation.
