Thanks all for reporting and holding as we work this out. We plan to release a 3.38.1 hotfix stable release with the correct Dart stable version.

As of now, we are waiting for #178401 to land. Once it does and we verify that post-submit tests pass, we will move forward with the publishing step for 3.38.1. I'll keep this issue updated as progress is made.

Was just about to make this update! Starting publishing now. Should be within the hour of receiving approvals. I'll keep this thread posted.

Approvals received! The publishing step has been kicked off. Assuming no bumps in the road, I'll update this thread once the 3.38.1 release is uploaded.

Unfortunately, looks like I'll need another update to the branch and retry publishing: #178430. Will check if postsubmits need to be run again, as well.
