F3 Nametag Update (WH) #2

I made a nametag script based off of F3. It's pretty.

Functional Changes from F3:

• If player has CBA, can change many common settings (e.g. font size) from CBA settings menu.
• Tags now show unit role and group on lines above and below.
• Vehicle info integrated with commander tag instead of being its own big tag.
• Tags show if a player is talking using vanilla voice comms.
• Tags fade out with distance / if player mouses away from a cursor tag.
• Lighting conditions and zoom both affect visible tag distance.
• Button to toggle tags changed from ' U ' to ' = '.
• Custom roles can be set and shown using variable "f_var_assignGear_friendly".
• Nametag data is cached to increase performance. Generally.
• Tags are by default a larger font in a more visible color and are centered on the body.

Additional Changes:

• As requested, by default tags will now show on head instead of body.
• Briefing has been added back in for all clients.
• Additional briefing including options has been added back in for all clients not using CBA.
