Anonymous users were blocked from write operations (CreateRow, BulkCreateRows,
DeleteEntity, etc.) even when auth was completely disabled. The check_permission
function required authentication for any write, regardless of auth config.

Now: when auth is disabled, Anonymous can read AND write. Only admin
operations still require explicit authentication.

This enables gRPC benchmark without auth overhead.
