[Feature Request] Upgrade Apex Parser to support new Apex features such as the null coalesce operator

• Apex null coalesce ?? operator

@johnbelosf can we update the description on this one to include adding support for the null coalesce ?? operator? People will have access to that syntax with the release of Spring '24, but PMD currently chokes when scanning files using the null coalesce operator:

@codefriar unfortunately PMD does not support the null coalescing operator at this stage. PMD7 is still not officially released and has transitioned over to a new parser (Summit AST). We will be collaborating with the PMD team to ensure it supports the latest Apex features.

In the meantime, we are aiming to release a "preview" version of PMD7 in Code Analyzer that will support features such as user mode but not the null coalescing operator just yet - this is currently planned for our March release.

Added --preview-pmd7 with #1359 to be released in march. Keeping this issue open though since PMD 7.0.0-rc4 doesn't support the null coalesce ?? operator still.
