feat: disable floating focus hint when forge is "toggled" off.

Is your feature request related to a problem? Please describe.
Even when forge is not active, the "focus hint" for floated window persist and occasionally obstruct other open windows by overlapping them.

Only show floating focus hint when forge is "toggled" on and floating "explicit".

Describe alternatives you've considered
None, but forge being available in quick settings is awesome. 🤟
