• bump regions webhooks pins from v2.3.0 to v2.3.1 across v2.1, v2.2, v3.0, v3.1, and v3.2 stacks
• bump regions chart to 3.9.3 and formance chart to 1.8.2, following the previous regions/formance upgrade pattern
• regenerate Helm docs, schemas, and dependency locks via just pc
