Update core build dependencies and replace deprecated Rollup plugin for maintenance and modernization.
This PR updates several key development dependencies including Rollup, TypeScript, Vue, React, and Vite to their latest compatible versions. It also replaces the deprecated
rollup-plugin-terserwith@rollup/plugin-terserto ensure continued compatibility and support. Cypress was intentionally not updated due to the significant breaking changes and migration effort required for its major version bump.
