Add Argo CD and External Secrets setup for staging environment

- Configure namespaces and Helm releases for Argo CD and External Secrets Operator.
- Add Argo CD root app and simple pod application definitions for staging.
- Create a basic Helm chart for the simple pod application.
- Update GitHub Actions workflow to apply the Argo CD root app after updating kubeconfig.
