Suppress data conversion messages & warnings

Currently, load_fred_data() is very verbose - good for us to check any data conversion issues, but not necessary for users. Once this is more stable, we should silence warnings in that by default, adding a verbose option

Added the verbose option - once the data is clean, we should turn the default to on.
