More than one fee settings can be saved for a payment country - payment currency combination #2169

Describe the bug
Referring to the title, at the moment more than one setting can be saved for a particular Payment Currency - Payment Country combination in Admin/Settings | Ticket Fees tab which should not be the case.

Expected behavior
A payment Currency-Country combination should be unique for a model. 2 Maximum amounts for tickets of a particular event don't make sense
