Trying to set permissions on repositories that don't exist yet

I asked about this as a second question in another thread, and apparently it has to do with the actions trying to set permissions for the TA and HTA teams on student repositories. The course has about 35 assignments already set for the semester and about 100 students. But only teachers, no TAs. Any chance that this could be trapped and these attempts don't run if there aren't any TAs?

My concern is that it takes about 10 minutes every time collect runs and that's eating through our minutes pretty quickly.

Thanks for raising this. We are aware of the issue and are working on a fix. Due to the recent surge in feature requests and bug fixes, there may be some delays.

Totally understand, and really not trying to be pushy :)

Was thinking maybe something like if there aren't any TAs or HTAs in the course, don't even try to run that part of the script. We're a high school, so TAs aren't a thing in our world.
