This is a first alpha release of the satellite server. It is usable
as-is but is missing features for a beta:

 * Support for user-facing fioconfig APIs and UI
 * Rate limiting logic for REST API and lock-outs

This version is intended to be used to:

 * Test the release process
 * Provide early access to testers for feedback
