Added

  • Parked debt section in the /digest aggregate — every [debt]-tagged Decisions: bullet across the scope rolls into one ledger, grouped by ticket (KEY · decision · follow-up KEY). Computed in the shared aggregate signals, so epic rollup and multi-ticket scope both get it. Renders in --for-exec (Debt:, business framing), --for-eng (Parked debt:, with the follow-up key), --for-self (terse tail); pm/ops omit it; an empty ledger omits the section. Zero new flags. (#85, #119)
  • Risk-concentration recurrence flag — Concentrated: <surface> recurs across KEY-A + KEY-B when 2+ tickets genuinely share a surface; evidence-based, never inferred.
  • 13 new fixture-lint assertions + a no-debt negative fixture; manual-acceptance M10.

Changed

  • #85's remaining Phase-B surface closed as won't-do — --debt/--risk/--deps lenses (covered by the aggregate sections), --board (a board is a saved JQL — use --jql), saved-scope config keys.
