hrms 15.40.0 delays "bench update" by 10 minutes #2811

Information about bug
At 21.02. I did "bench update --no-backup" to update these apps:
frappe 15.55.1 -> 15.56.1
hrms 15.39.1 -> 15.40.0
Much to my surprise the restart at the end of the update took about 10 minutes instead of 30 seconds as usual:
10 minutes passed...
To research this, I rolled back to my snapshot before running "bench update".
Then I only updated frappe from 15.55.1 to 15.56.1 and excluded hrms from the update. There was no delay, the restart completed within 30 seconds as usual.
Then I rolled back again, excluded frappe and only updated hrms from 15.39.1 to 15.40.0. The restart now completed in 3 minutes, which is better than 10 minutes but far from being desireable.
This proved to me that somehow the latest version of hrms is responsible for the delay. In conjunction with frappe 15.56.1 the problem also increases.
Other things I also tried:
- ran "pip3.11 install --upgrade frappe-bench", got bench 5.23.0
- ran apt update, upgrade and rebootet, got debian bullseye 11.11
- uninstalled and installed hrms
Nothing had any effect.
