fix(dedicated-server-plan): Add site action to enable performance mode

Added a new site action under Dangerous Actions section: Configure compute allocation. Toggling performance mode under this just replaces an Unlimited - Low plan with an Unlimited plan and vice versa while keeping Supported/Unsupported status as-is.
