- setuptools default version in Focal is 44, which is causing issues
- Goal is to pin & download specified setuptools version, install as wheel in build container so it will be used for venv-created virtual environments

- Mostly worked on Journalist badges to support "ghosts", discovered that at least one of two bugs around deletion are interferring
