Tor reported v3 stability issues over the weekend due to v3 implementation problem
No fix yet. May be client-only issue that'll be fixed in browser. Potential action: Release package update independently if it doesn't align with release timeline

- Re-approve SSH client PR https://github.com/freedomofpress/securedrop/pull/4366
