cryptography stopped working with openssl 1.0.2 on Xenial staging ... but works in dev container. looking today, if anyone else has time to look, would appreciate it.

Kev/Mickael tested Allie's fix to SecureDrop Client DB migration and proceeded with release. All good, pushed new tags and released SecureDrop Workstation components.
Realized late that the cron job for the RPM was hourly. Based on limited comms, the update has worked well, with one person not seeing the 0.5.0 package until a reboot.
- Kev will do 4.0.4 testing today
- Erik to recommend to download 4.0.3 ASAP, to avoid version issues
