bot can @here

when I initially made the bot, I had the foresight to remove the ability to @everyone using the frog say command. you can find the relevant code in the commands section.

We're talking about the frog.say command. while I was smart enough to remove @everyone, @here still works. I need some clever code cowboy to dig into the commands and figure out why you're still able to use @here and remove that ability from everyone (or perhaps everyone except for the bot owner user, notated by a special role in the Discord server)

also, the frog.say command can @ roles. lets go ahead and remove that too.
