Summary

Add runner preview mode that peeks queued jobs without claiming them.
Add execute mode that claims explicit @ jobs, resolves fixed local worktrees, gathers PR/check context, and runs the matching local agent.
Add workspace-root/repository mapping config and keep local runtime config ignored.
