At the moment, Spacemacs fsharp layer does not include a way to configure an LSP server, while the bundled fsharp2 does. Including it required a addition to the license information since it is derived from the GPLv3 fsharp layer.

Also for #31. Since the Spacemacs fsharp layer doesn't currently support LSP, this layer includes a modified version of it to use the facilities provided by lsp-mode.
The rest is README updates and a license blurb, since the fsharp2 layer is derived from the original, which is GPLv3.
