[Feature] Add "Restore windows to their previous zone" to Rules

Description

Have "Restore windows to their previous zone" control in rules so I can exclude certain programs, like Chrome.

Problem it Solves

I do want to restore windows to their previous zones, but not for Chrome. I sometimes use 1 work zone and 1 media zone, so the restore behavior is a little wonky.

This is in for the next release via #901, and it turns out half of it was already there under a misleading name. The rule action shipped earlier as "Restore to zone on login", but it actually gates every reopen, during the session as well as after a logout. It is now named "Restore to previous zone" to match the setting, and its hover help explains the scope.

For your Chrome case there is also a new quick-start template on the Rules page called "Don't restore an app to its zone". Pick it, point it at Chrome, and every other window keeps restoring while Chrome opens wherever it likes.

The same release also adds hover descriptions for every rule action, a color scheme condition (light or dark theme), per-monitor OSD control, an unfloat fallback override, and the niri-style open rules for scrolling screens, so if there are other settings you want per-app control over, chances are good the seam now exists. Happy to hear more requests.
