[Bug] "Active layout is" rule doesn't seem to work

Newly opened window with "Active layout is 4K"

Newly opened window without "Active layout is 4K"

I already tried leaving only "Active layout is 4K" but it still didn't snap to zone. Here is the rule

Expected Behavior

It should snap since the Active Layout Rule is correct.

Steps to Reproduce

Create a rule that involves "Active layout" (at least on 'is' operator)
