What do you want to work on?

I want to land docs for ADR 0071 (and later the implement). The addition is that every fullsend run writes a Level-1 harness-snapshot.json next to run-telemetry.jsonl with harness fingerprint + forge/CI pointers, and mirrors those keys on the root span when tracing is on. That gives a stable join path without scraping CI env from eval wrappers. Closed PRs while waiting on vouch: #5505, #5508. Related background: #2368, #294.

Why this change?

Help us to answer “what harness/config produced this run, against which commit/PR?” - this would be required for future eval and observability purposes
