Fix docker up missing .env file

The new docker-compose in fl-deploy deploys elastic search, kibana etc. it needs some env vars. The cli fails to deploy the platform because of it. To fix it we can create a .env file inside .fl, next to the docker-compose.yml file when running the docker up command
