Changes from v4.3.0 to v4.4.0.

• TEPF records are excluded from IDs.csv to prevent a crash with EcksEdit v4.1.6.17 as of FO76 PTS v0.2.2035.0.
  This is now the only type of record to be excluded from IDs.csv.
• Resolve major bug in LSCR dump script preventing any LSCR exports from occurring.
  This bug had been present since LSCR dumps were introduced in v4.1.0 (2025-01-13).
• Disable Xalia when creating dumps with Proton on Linux.
• Migrate to uv package manager, simplifying the usage instructions.
