Scroll bars should respect MacOS system scroll settings

Follow-up to #4922 - the behavior currently is only scroll-to-position, but the code is there for scroll by page, we just need to read the MacOS system setting.

Additionally, it would be nice to follow the setting of when to make scroll bars visible.
