Should allow to specify the peers.json in mpcium-cli

Currently a user register-peers with a new peers.json on node0. Later on he accidentally register peers with the peers.json in mpcium Github source code lead to conflict in mpc peers.

Fix: Require peers.json Path Explicitly

You can enforce this by:

Making the --peers flag required

Instead of falling back to a default file, force the user to pass the path.

Example:

mpcium-cli register-peers --peers /etc/mpcium/peers.json

If not provided, return an error like:

Error: peers.json path is required. Example:

  mpcium-cli register-peers --peers /etc/mpcium/peers.json
