Scope (Phase 2.6)

Tie every line item in docs/nona-02-organism/NUMERIC-GF16-DEBT-INVENTORY.md to:

• docs/nona-03-manifest/RESEARCH_CLAIMS.md (claim IDs / status)
• L4 TESTABILITY per math/physics test charter (docs/nona-03-manifest/T27-MATH-PHYSICS-TEST-FRAMEWORK-SPEC.md)

Ordering

• After #163 (L5 identity seal / φ-tolerance SSOT). Do not sprint numeric debt before identity seal is fixed in CI + conformance.

Deliverables

• Inventory rows annotated with claim + L4 test hook (or explicit N/A with rationale)
• Separate branch + PR; reference this issue in PR body (Closes #N).
