Set up IssueHunt

Just a request to @gajus to consider setting up IssueHunt for this repo...

Owners can take from 0-20% of funded issues (from the project's settings page), it may encourage contributors, and users may find their needs met faster... with contributions that might not come as readily to the project as sponsorship/one-off donations.

I set up a $5 test bounty for this issue, and though it is showing up on https://issuehunt.io/r/gajus/eslint-plugin-jsdoc and https://issuehunt.io/r/gajus/eslint-plugin-jsdoc/issues/281 , I have seen other repositories get an IssueHunt bot posting within the Github issue tracker...
