Column block issue - Column width resizing doesn't snap to 50% 50% if block background is enabled

Describe the bug
Nested column's column width resizing doesn't snap to 50% 50% (2 columns) if block background is enabled for the main block

• Happens to all responsive views (inconsistent for tablet & mobile)
• Happens for 2 or more columns
  • 2 columns - should be 50% 50%
  • 3 columns - should be 33.3%
• Happens to blocks with columns including but not limited to:
  • Columns/Container
  • Feature
  • Feature Grid

Example scenario:
If you have 2 columns (no content) and enable the background in the columns block, then you drag the column width, you cannot anymore drag it to 50% 50%

To Reproduce
Steps to reproduce the behavior:

1. Add new page
2. Add Columns/Container block
3. Choose 50 / 50 layout
4. Add Block Background for Columns/Container block
5. Try resizing nested columns
6. Observe if it doesn't snap to 50% but instead snaps to a random percentage number

Expected behavior

• 2 columns - should be 50% 50%
• 3 columns - should be 33.3%
