Heading block - HTML being applied to other blocks if moved together outside the parent block

Describe the bug

• Issue on editor
• If you have two or more nested Heading blocks and you move it out, it gets the last Heading block

Workaround

• Move the other nested blocks first then the Heading block

To Reproduce
Steps to reproduce the behavior:

1. Add a new page
2. Add a Columns block
3. Add a Heading block
4. Add any more blocks (e.g. Text block)
5. Move all of the nested blocks out of the Columns block
6. See that all the blocks has the HTML anchor

Expected behavior
When moving nested blocks (along with the Heading block) out of the parent block, the Heading block HTML anchor should not apply to all blocks.
