Admin tools -> characters -> send tokens doesnt respect message content

Service: Send Tokens on GSA Dashboard via ‘Characters’ under Admin Tools.

Issue: There’s an option to send a message with the tokens, these custom messages do not get delivered, only the ‘you received xx tokens’
