What this PR does / why we need it:

docs: move explanation from gardenlinux repo and restructure

Some content has been migrated from the main gardenlinux documentation repository to keep kernel-specific documentation close to the code it documents.

Which issue(s) this PR fixes:
Fixes gardenlinux/gardenlinux#4629
