Adding draft for announcement of data section. Have a read, if it looks fine, please merge.

This is set to go live on Tuesday (but can rearrange no problem).

I believe this was swaiting on gdsbook/book#83. With that, this should be fixed once the website rebuilds?

Yes, I added it for when it goes live. That´s what this PR will add. I think the link should then work, will fix otherwise.
