[Azure provider] Upgrade to 8.0.0 storage sdk version

Upgrade 8.0.0 https://github.com/Azure/azure-storage-net/blob/master/changelog.txt

Check if we can downgrade to netstandard 1.3 after this and maybe add a 1.0 target to maximize this library compatibility.

Investigate if imports can now be removed.
