Remind the hazard team that mutex ruptures are not supported in disaggregation

I am sure @mmpagani has forgotten, but we implemented disaggregation only for mutex sources (Japan) and not for mutex ruptures (New Madrid). This is relevant now because @kejohnso is working on the USA model. Fortunately, USA is not part of the AELO project.
