[guardian] Use Granite Guardian as a Requirement.

Granite Guardian requirement checkers, with multi-turn support.

• Re-introduce support for the Guardian series.
• Add Requirements wrappers around the Guardian models.
• Extend previous implementations to multi-turn support.
• Add a tutorial/example/cookbook/video highlighting this feature-set.
• Add unit tests.
