cctabs restore no longer requires a dir argument — it now scans every
project under ~/.claude/projects, finds matching sessions by name, and
resumes each tab in the cwd recorded in its session metadata.

Pass an explicit dir to scope the search (legacy behavior).

Also documents the restore workflow in SKILL.md so Claude reaches for
it after Wave/computer restarts.
