This PR allows unit token holders to burn unit tokens only on L1.
Allowing holders to burn unit token on L2 would break the invariant that the amount of escrowed units in the bridge coordinator is equal to the sum of other chain unit token balances.
Additionally, burning unit tokens on L2 would not help in recovering the unit token peg because the total supply on L1, which is used to determine redemption price, would be the same.
