Adds Cloudinary-backed admin uploads for partner logos and Gen TV stream cover images, including public ID fields and migrations for replacement cleanup. Updates the featured content API to support include_inactive=true while keeping active-only behavior by default. Updates GenNews to request all hero announcements so inactive announcements remain visible in the archive. Validation: Django system checks passed; targeted backend query assertion passed; frontend check is blocked by existing repo-wide Svelte/TypeScript diagnostics.
