Adds detailed Gen TV livestream categories grouped under Internal team and Community, with an admin-managed table and row-level stream assignment. Exposes active categories through the API, includes category metadata in stream payloads, and hides inactive detailed categories from public stream payloads and filters. Adds Gen TV search plus a compact category dropdown beside the title, and updates stream cards to show detailed category labels when active. Validated with backend system checks and migration dry-run; full Gen TV tests are currently blocked by an unrelated seeded-user assumption in contributions migration 0037.
