Fixes steward submission search parsing so negated multi-value tags map to their complementary filters instead of behaving like positive filters. This covers cases such as
-has:proposal,-has:url,-is:interesting, andNOT has:proposal. Adds regression tests for the parser-to-API-param behavior.\n\nTested withnpm test -- searchParser.test.js.
