MagPy Version 0.4.7

MagPy provides a tool set for geomagnetic data analysis.

v0.4.7 general:
+ version 0.4.7 was used to obtain and test the validity of one second and mintute data
of the Conrad Observatory 2018. All below mentioned bug fixes and additions were
considered for this purpose.

v0.4.7 fixes:
+ reading all generations of NASA CDF with correct interpretetion of archived Epoch variable
and leap seconds tables
+ database: error in applyDeltas method corrected (used for offset determination, delta F,
compensation fields)
+ database: sorting of input data corrected
+ flagging outlier: 'markall' option is now working correctly
+ format lib: improved GSM19 support - base nmeasurements
