Can't able to contribute to the develop branch upstream

Hey team,

I like would to contribute for the project stubby . I had completed the code changes locally on branch develop when tried to contribute it indicates the branch is not an upstream branch. Kindly acknowledge is there any guidelines to follow for this case / or any procedure to do with it.
