update website hugo to latest version

The CNCF is working with us to improve our website and one item that came up was moving to a different hugo theme (docsy). I think that our current theme would require a lot of fixes if we updated to the latest version of Hugo (just a guess), so it may be a good idea to wait and not update if we are going to switch themes anyway.
