Sync removal of skill across team

When removing a skill, the skill will remain in team member's .agents/skills directories until manually deleted. Any thoughts on how best to handle this?

I tried fixing it and it has been working so-so. Here's how this should work today:

• dotagents tracks which skills have been installed in agents.lock and in .agents/.gitignore
• when deleting, it will regenerate those files - the files will show up as untracked because new gitignore doesn't have them
• technically there is logic that diffs old gitignore and new one and if there are skills to be removed, it should remove them

I need to poke at this a little bit to see if I have a bug there, but that's the general premise
